The NA store takes the money when you checkout, and gives you all the bonuses that second. The EU store, as far as I recall, charges on preload, and the bonuses become available then. So if they charged you for the game, you should contact the support. If they haven't, it's normal that you don't have the theme yet, because they don't give the bonuses till the payment goes through, to avoid some issues with cancelling pre-orders, I guess. I used to have a good signature, then I got modded for it.
